New York State Mask Update for Schools

Statement from the Board of Education in response to recent emails that challenge the mandate of the Department of Health and Governor of New York. 

A review of the applicable Regulations and Department of Health Order by District counsel was completed prior to the August 30, 2021 Board meeting. The regulations and Order were found, based on Legal Counsel’s opinion (along with other legal opinions that were published) to be legal, enforceable, and within the State’s authority to mandate.  Therefore, no Board action is proper or warranted as the subject Department of Health order is, effectively, the law of the land as to mandated mask-wearing within the State’s school system.

PLANS FOR 2021-22

Physical Distancing  No Barriers (K-12): At least 3-ft between all students.
6 ft distance between and among staff and students if longer than 15 minutes.

Close Contact Students are identified as a close contact if within 3 ft of an infected person for more than 15 minutes within a 24 hour period.
Staff are identified as a close contact if within 6 ft of an infected person for more than 15 minutes within a 24 hour period.

Quarantine Persons (students, teachers, staff and other adults) identified as close contacts must quarantine for 10 days and monitor for symptoms through the 14th day.
Exception: Vaccinated individuals do not need to quarantine unless symptomatic; however should be tested 3-5 days after exposure.

Masks Masks for all students and staff indoors; no masks outdoors.
Masks for all on buses.
Mask breaks for staff and students.
Mask break for staff only if 6 ft can be maintained and under 15 minutes throughout time with students.

Lockers Locker use in halls and locker rooms.

Remote Instruction Home School and remote option for medically fragile students.
Remote instruction via synchronous learning during school closure.
Remote instruction for quarantined and isolated students due to COIVD-19.

Transportation Two students per seat with universal masking for all students and staff.

School Schedules Return to traditional school schedules.

Daily Health Screener

No health questionnaire or temperature required for entry into school.

Nutrition K-12 lunch in cafeterias.
Every attempt to distance students 3-6 ft apart.

Facilities Daily cleaning and disinfecting.
Routine disinfecting of high touch areas throughout the day.
Areas with a confirmed case of COVID, cleared and disinfected as soon as possible to return location for original use.

Communication Notify classroom when there is a positive case (like other communicable diseases).

Social and Emotional Well-Being Additional Behaviorist and Mental Health Interventionists added using CRSAA Funds.
